Liu Xiaohui was arrested at 10:50 p.m. Wednesday, about 12 hours after the morning attack, Anfu County police said in a statement. He fled and went into hiding, the statement said.

Police did not provide any information on the identity and age of the victims.

China’s Global Times reported that at least one of the victims was a child and the attacker was believed to be armed with a knife.

When police first announced the attack, they said a “hat and masked gangster” carried out the attack at a private kindergarten, AFP reported.

China has upgraded school security after a spate of deadly attacks in recent years, largely attributed to people with a social grudge or mental illness.

China does not allow private ownership of firearms, so most such attacks are carried out using knives, homemade explosives or petrol bombs.

Over the past decade, about 100 children and adults have been killed and hundreds injured in apparently uncoordinated “lone wolf” attacks of unknown motive. Most male attackers were either killed, committed suicide, or were tried and executed.

Violence against Chinese youth has reverberated particularly strongly because of the country’s chronically low birth rate, due in part to decades of population-control policies.
